The 2025 edition of the International Workshop on Plan 9 aims to bring together researchers, developers, and students working on Plan 9, Inferno, the 9P family of protocols, and related technologies to discuss advances in these fields, ideas for further improvement, applications, and impact of these ideas on the broader computer science community; and to work together on key issues identified during the first two days of the workshop or during the discussions leading up to it.

The role of drug user, self-support and community health associations, peer helpers, patient-experts and consumer forums on the Internet continues to grow in importance. In what places and social spaces are these particular organizations of support and even care work structured, and what are the specific features of each? What are the results? What exactly are the skills of these "laymen" who are becoming professionalized? Has recognition of these interventions really been achieved?

These are just some of the questions this new "Drug Policies" webinar will attempt to answer through a resolutely participatory approach, by interviewing teacher-researchers and social actors.

Study day - Justice and intelligence: the orginal emergence of prison intelligence in France

The SDRT-IC3 is organizing a study day on an original organizational emergence within French intelligence: that of prison intelligence. The main aim of the event is to bring together a number of those directly involved in, or following, the gradual reinforcement of prison intelligence; it will seek to cross-reference analyses of a complex phenomenon, whose recent institutional consecration must not mask a gradual and divisive evolution over the long term.

Key questions will focus on :

The understanding of intelligence within the Ministry of Justice, between distrust, mistrust and investment
The institutional transformation of intelligence activities within the prison administration, from indifference to consecration
Relations between prison intelligence and other specialized offices and French intelligence services: between ignorance, instrumentalization and genuine cooperation

Facing the black swans of “antifragile” organizations: new contributions (digital resilience, cyber resilience, out-of-frame risk management, cyber security)

Research Day - October 5, 2023

The Centre d'Investigation et de Recherche sur la Résilience Organisationnelle (CIRERO), in collaboration with the SDRT-IC3 laboratory at CNAM Paris, is organizing a research day.

Scientific purpose of the day

Recent crises have highlighted the need for organizations to develop their ability to cope with uncertainty when faced with out-of-frame crises or black swans (Lagadec, 2006; Taleb, 2013). These crisis situations are an opportunity to study how organizations have acted to cope with such shocks (Godé et al., 2020; Sein, 2020). Organizational resilience has been widely applied since the mid-2000s (UN, 2005). We see that crises have changed, that they are out-of-frame (Lagadec, 2010) and that our organizations need to become antifragile (Taleb, 2010). Faced with this new turbulence (Pariès 2020), organizational resilience is opening up to other fields of expertise (Suarez, Montes, 2021), such as digital resilience, cyber-resilience, the contribution of information systems and new technologies (Frimousse, Peretti, 2021).

Digital resilience is considered a resilience factor (Chair, Bounid, 2022). The technical robustness of IS to guarantee business continuity or the ability of organizations to organize themselves to resist cyberattacks (Rothrock, 2018) are all considered forms of digital resilience by the authors. Professional literature also mobilizes the notion of digital resilience to discuss cyber resilience (https://www.bearingpoint.com/fr-fr/publications-evenements/publications/resilience-cyber/). Similarly, the fields of resilience with regard to multiple organizations, micro, meso or macro (Besson, Rowe, 2011), of ideological or non-ideological forms (Boisselier, 2023), whether real or virtual (Geoffroy 2019), strategic, defensive, offensive, market or non-market, are evolving in the face of multiple accelerated shocks (Teneau, Pautet, 2018).

This research day, the first step towards a colloquium, will provide an opportunity to reflect on these new trends in the resilience of our organizations.

The contribution of information systems to organizational resilience
Operational resilience in the context of geostrategy.
The French Navy's infrastructures, “antifragile” organizations.
The resilience of organizations dedicated to critical situations.

This conference, organized by Xavier Raufer and with Geostrategia, will be introduced by Professor Alain Bauer. It will address the crucial role of artificial intelligence in early warning and prevention, in the face of the new perils, illusions and impasses of a world both over-informed and misinformed.

The conference will take place in the morning and afternoon, in an amphitheatre at Cnam Paris. It will also include a free lunch.

Seminar on drug policy - Harm and risk reduction - Teams Webinar

The first harm reduction policies, in the UK and the Netherlands, had their origins in the HIV crisis of the 1980s, and were aimed at limiting contamination among injecting drug users. The primary aim of harm reduction policies is to reduce the risks associated with drug use, and to promote consumer responsibility. It pays particular attention to marginalized populations (first referred to in Switzerland as “survival aid”) and promotes self-support associations and peer education. Symbolized by needle exchange programs, opiate substitution treatments, low-risk consumption rooms and heroin prescription programs, this model has influenced numerous innovations such as the analysis of substances from the underground market, controlled alcohol consumption and the promotion of vaping. But where does the RdRD begin and end?
