Stéphane Linou

Stéphane Linou is an author and consultant, specialized in the essential relationship between food and security. He is a former General Councillor of the Aude department and a Municipal Councillor. Pioneer of the Locavore movement in France, he describes the various vulnerabilities of our food systems. He is also an auditor of the IHEDN (Institut des Hautes Etudes de Défense Nationale) and a consultant in local development and risk management as well as a teacher at the Institut Supérieur des Elus. In particular, he analyzes these issues in a transversal manner, at the crossroads of many domains that are rarely connected in traditional analyzes (defense, agriculture, security, food, risks, civil society, local communities, associations, consumers).

For several years now, he has been working on articulating the themes of resources, the security-defense continuum, governance and adaptations, under the prism of commitment priorities and the saturation of security infrastructures. In June 2019, he published a book-investigation resulting from a Master’s research thesis in risk management on territories, entitled “Food Resilience and National Security”, laureate of the “Preventive Information and Resilience Territories” prize at the National Forum on Major Risks and which has directly inspired the Senate.
