Marcus Willett helps to develop and deliver a programme at the
IISS that researches
the use of cyber and related technologies as levers of national power, including their role in future conflict. His initial focus is on developing a methodology for measuring cyber power to assist national-level decision-making. He joined GCHQ in 1985, where he served for 33 years. As GCHQ’s first Director of Cyber from 2008 to 2011, he helped design the UK’s first national cyber security strategy. He has since established and led a major UK national cyber programme, as well as leading GCHQ intelligence efforts across the whole breadth of national intelligence and security priorities. As a senior member of the national security community he contributed to the design and implementation of UK defence and security strategy, and managed relationships with a wide range of international security partners.
